UK Local Authorities Plan to Sell Off Community Hubs and Sports Centres to Manage Finances

According to a latest study of local authorities, UK councils are planning to offload social clubs, athletic facilities, and shopping arcades as they rely on a rapid disposal of assets to stabilize finances.

Growing Financial Challenges Drive Asset Sales

The Key Cities Group for major urban areas in England reported that 60% of local authorities are intending to sell assets to cover the rising costs of social services for vulnerable individuals.

Local governments have in the past come under fire for selling playing fields and open spaces to support their finances, but they argue they must proceed to raise vital cash from asset sales or face insolvency.

The group noted that a significant number of authorities attempting to generate funds from a fire sale of assets represented “a clear change from 2024, when the largest share (60%) of local leaders said they would prioritise service redesigns and using savings to manage increasing fiscal pressures.”

Specific Examples of Proposed Sales

Medway Council in southeast England said its asset disposal plan included the disposal of a retail complex in Rainham and a social club in Rochester to generate 20 million pounds over five years.

  • A local golf course and business parks held in two English counties, which all provide rental income for the authority, will additionally be sold under the strategy.

Council Tax Rises and Broader Financial Strains

This research of councils in the key cities group, which includes Sunderland, Southampton, Gloucester and Salford, further found that more than 70% of councils will need to raise council taxes next spring to cover the growing cost of essential services, higher levels of homelessness, and a persistent accommodation deficit.

Medway council said it will proceed with property disposals after steep rises in the cost of children services, special educational needs and disability (Send) provision, elderly and disability services, and short-term housing.

“We are adopting creative strategies but certain measures take time to achieve both improved services and cost efficiency,” said Vince Maple.

He continued: “We face population challenges which will persist to add to the strains we have. As a local government body, we had a 91% cut in our revenue support grant from over the past decade, which is very challenging.”

Countrywide Trends and Forecasts

A survey of regional authorities recently further found local finances being strained by the increasing figures of young people and adults needing special educational assistance.

The County Councils Network said that council deficits will reach 4.4 billion pounds a year by the end of the decade, as they grapple to manage increased demand.

Ministers have put off scheduled changes to the Send system until next year after a white paper outlining those changes has been postponed.

Disadvantage and Financial Gaps

According to the latest indices of deprivation (IMD) covering UK local authorities, many participating urban areas were included in the most disadvantaged in England.

  • “Participating urban centers like several major towns rank in the top 30 across the country under the 2025 deprivation indices,” noted the report.

“While only a single urban area is in the top 10 for disadvantaged communities countrywide, cities are far more likely to be in the most deprived fifth of England. The data highlights the scale of challenges facing local leaders across key cities in the next twelve months,” the analysis added.

“Local government leaders have been explicit about the necessity for a equitable and lasting financial structure that reflects and addresses the real levels of disadvantage and demand,” stated a council leader.

“Without this, local authorities will persist to face impossible choices around which essential services to allocate spend to, and which to reduce, to the detriment of their residents.”

A fifth of councils have reduced or weakened care services in the past 12 months, the study found.
